BEIRUT: A group of officially tolerated Syrian opposition parties unveiled Sunday a document for ending the nearly 4-year-old war, dubbing it a set of “agreements on the minimum.” The parties announced their document at a news conference in Damascus attended by representatives from the Building the State group and five other parties. The document urges “confidence-building measures” to be taken, such as the release of all political detainees and the kidnapped. The document says that negotiations should produce a unity government in which the regime, the opposition and members of civil society groups take part. The priority should be given to holding dialogue, fighting terrorism and reconstruction, it adds. “These principles are considered agreements on the minimum [that should be done] and each political party or current endorses these principles.” The National Coordination Body, a leading Syria-based opposition group, did not take part.
